The scope of this project is the acquisition anThe City of Liberty Lake is one of the fastest growing cities in Eastern Washington with a population that has more than doubled to 7,500 since incorporation in 2001. Liberty Lake has only one city owned park which receives thousands of visitors each year. The purpose of the Rocky Hill Park project is to create additional park space and relieve the congestion and overuse at Pavillion Park. Rocky Hill Park will provide a diverse array of active and passive recreational activities for all ages and abilities, as well as activities beyond recreation including cultural events, environmental and volunteer programs. The 14.3 acre community park site is surrounded by residential neighborhoods and contains large expanses of open land offering natural and scenic beauty. Rocky Hill is unique in that it has some of the oldest existing structures in Liberty Lake, including a historic 1940’s barn and an early 1900’s well house. These structures will be preserved and incorporated into the design of the park. The park was designed through an extensive community process. During the summer of 2008, the city will begin Phase 1 of Rocky Hill, which includes a parking lot, basketball court, viewing area, play structures, and picnic areas. The city seeks funding for development of Rocky Hill Phase 2. Scope of work for the 5.5 acres in Phase 2 includes irrigation, landscaping, restrooms, paved pathways, 2 tennis courts, community garden, playground, picnic areas, informal amphitheater, and signage.
