The Oroville Eastlake Park Project is a phased project initiated by the City of Oroville. Phase II, the focus of this application, is intended to complete basic but critical components necessary to render the new ballfield facility playable. The components to be completed are: an additional backstop, portable pitchers mounds to provide for multi-generational play, fencing, parking, player benches, bleachers, water service, and a trail around the outer edge of the park. Additional ballfields have been an identified need in the City's Parks and Recreation Plan since 1990. However, available and affordable property has been scarce. A 12-acre parcel of property was acquired by the city as it became available near the city limits. In the first phase the city completed leveling the property, installing an irrigation system, and seeding to stabilize the soil, and to ensure that turf was well established before subsequent stages begin. Two backstops are currently being installed, bases have been purchased and are currently being installed. Phase III, beyond the scope of this application, will include an administration building, permanent restrooms, outdoor lighting, and bituminous surface will be laid over the packed gravel parking area. In summary, Phase ll is intended to complete development of the fields and other improvements so the fields can be fully utilized with fencing and the appropriate access and comfort amenities.
