The site is on the northeast shore of Lake Union. The master plan displays a water access park with upland facilities that include view points, open space and picnicking areas along with parking. One of the major features of the project will be to provide pedestrian access from the higher elevation along Fairview Avenue to the water. One of the major values of this project lies in creating land for recreation along a lake front that is largely in private ownership and commercial use.

The Washington Wildlife and Recreation Program (WWRP) is a state grant program that creates and conserves local and state parks, wildlife habitat and working farms. The Washington State Recreation and Conservation Office administers WWRP grants, and the legislature funds the program.
