Deception Pass State Park is a 4,174-acre marine and camping park with 77,000 feet of saltwater shoreline and 33,900 feet of freshwater shoreline on three lakes. Rugged cliffs drop to meet the turbulent waters of Deception Pass. The park is outstanding for breath-taking views, old-growth forests and abundant wildlife. The Cornet Bay area within the park includes a double lane boat launch for motorized craft, a day use area, and an Environmental Learning Center that is connected by a narrow road to Hoypus Point where there currently are no facilities. This project is for redevelopment of the day use area at Cornet Bay with site improvements that are supported by the Facilities Master Plan adopted in 2001. The main elements of the project include a new comfort station and conversion of the existing road, from Cornet Bay to Hoypus Point, into to a multi-use trail that would be closed to public vehicles. At Hoypus Point, a picnic site and interpretive signage are proposed. In addition to the ADA restroom with showers at Cornet Bay, project elements include a picnic shelter, kayak launch, park shuttle bus shelter, boat rinse-down station, and a recycling/trash collection station.

Drive north on I-5 to exit 230, then travel 18 miles west on SR 20 toward Oak Harbor. Park entrance is on right, one mile south of Deception Pass Bridge. Turn left, and proceed down hill to Cornet Bay.
