Our project is a joint effort by the neighborhood community, Seattle Public Utilities, and Seattle Parks Department to redevelop and double the size of a heavily used urban park in Seattle's most dense neighborhood. The existing park, though worn, is popular because a large number of residences, day cares, schools, and businesses are located within a short distance. The project will implement the 1998 Lincoln Reservoir Master Plan, which was developed in response to a state public health requirement to lid reservoirs. The master plan was prepared with extensive community involvement, and has been approved by the Parks Board, the Design Commission, and Landmarks Board (the park is a designed Seattle landmark). Under the plan, the current open-air reservoir, which is surrounded by a narrow park, will be replaced with a new underground lidded reservoir with park land extended on top of the lid, increasing the usable park space by at least 4 acres.The master plan is implemented in 3 phases. We are applying for Phase 2 work. Phase 1, which focuses on the sun bowl/arc of trees will be done in 2001, prior to IAC participation. The reflecting pools and fountains will be done in Phase 3. Phase 2 work (this application) includes a new ADA compliant children's play area, expansive grass lawns for informal recreation, walking/jogging paths, a gazebo, interpretative signage, site lighting, underground drainage, park furniture, and extensive landscaping with irrigation.
